This Negotiable Request for Proposals (the “NRFP”) is issued by the Corporation of the County of Peterborough (the “County”) to solicit proposals for the supply, implementation, and ongoing support of an automated, integrated, cloud-based Fuel Management System (“FMS”). The scope of work includes the provision of software, system maintenance, technical support, and any required repairs associated with the proposed solution, as further described in this NRFP. As part of the evaluation process, the County will assess the compatibility of each proposed solution with its existing fuel management infrastructure, including, but not limited to, tank monitoring gauges, fuel site controllers, fuel island terminals, and ChipKey functionality. Proponents shall clearly identify the extent of compatibility with the County’s current hardware and technical environment. Where full compatibility cannot be achieved, Proponents must clearly disclose any limitations and provide details of the proposed alternative solution(s), including implementation requirements, impacts to existing infrastructure, and all associated costs, whether one-time or ongoing. More detailed requirements are set out in Part 5 Specifications Schedule. This is a Negotiable RFP. It is conceivable that these events will not occur due to the discretion of the County and/or any proponent not to proceed, as there is no legally binding obligation on the County or any Proponent to proceed.
