This Negotiable Request for Proposals (the “NRFP”) is issued by the Corporation of the County of Peterborough (the “County”) for the provision of an Enterprise Resource Planning (“ERP”) Solution and Implementation Partner. The County, Township of Douro-Dummer, and Township of North Kawartha will be participating in the bid opportunity (“Participating Municipalities”) and will be collaboratively evaluating the bid submissions.

The County conducted a Request for Information (RFI) process in Fall 2025 to gather information to assist in the development of this RFP. In addition to the Participating Municipalities, the Township of Asphodel-Norwood, Township of Cavan Monaghan, Township of Havelock-Belmont-Methuen, Township of Otonabee-South Monaghan, Township of Selwyn, and the Municipality of Trent Lakes participated in the RFI process and reserve the right, at their sole discretion, to enter into negotiations with the highest ranked proponent, if they deem necessary.

This is a Negotiable RFP. It is conceivable that these events will not occur due to the discretion of the County and/or any proponent not to proceed, as there is no legally binding obligation on the County or any Proponent to proceed. See Section 2 (Not a Tender, No “Contract A”/ “Contract B”).

Non-Binding Price Estimates

While the pricing information provided in the proposals will be non-binding prior to the execution of a written contract, such information will be assessed during the evaluation of the proposals and the ranking of the Proponents. Any inaccurate, misleading or incomplete information, including withdrawn or altering pricing, could adversely impact any such evaluation, ranking or the decision of the Participating Municipalities to enter into an agreement.
