Expression of Interest (“REOI”) is being issued by the Eastern Ontario Wardens’ Caucus (“EOWC”) to prospective proponents to pre-qualify in accordance with Evaluation of Responses (Part 2) for eligibility to complete a feasibility study for the construction of new affordable rental housing units across the jurisdictional area of the EOWC and as further described in Section 5.1 of the REOI. 

In anticipation of future federal and provincial funding opportunities, the EOWC is releasing a call for Expressions of Interest (“EOI”) for a business case towards a joint affordable rental housing development project in Service Manager areas (or EOWC region), that would include the non-profit and private sector parties who wish to create affordable rental housing within eastern Ontario as further described in Section 5.1 of the REOI Particulars (Part 5 - the “Specifications”). 

Ultimately, the EOWC would like to hear respondent’s ideas, concepts, or specific responses to create new affordable housing for low- and moderate-income households and provide feedback on how to strengthen future submissions in an RFP. Based upon this engagement, the EOWC will review the submissions to gauge the amount of interest and community capacity in the development of affordable rental housing in a combined procurement style.
