This Request for Pre-Qualification (“RFPQ”) is issued by the Corporation of the County of Peterborough (the “County”) to prospective respondents to prequalify in accordance with the Evaluation of Responses (Part 4) for eligibility to provide construction services for bridge and culvert construction projects in 2026. 

The County is undertaking three (3) construction projects in 2026; CR 25 (Miller Creek) Culvert Replacement, Gilchrist Park Bridge Replacement and Tully Bridge Replacement.

The County’s intention is to pre-qualify all respondents that attain a 75% or higher score based on the criteria herein. Only these pre-qualified companies will be invited to Bid the work, however this number may be modified at the County’s sole discretion based on response and quality of submissions. 

Step 1 – Prequalification of Respondents

Establish a list of prequalified respondents who are eligible to participate in Step 2 of the process. 

Step 2 – Second Stage Procurement Process

Invite the Prequalified Respondents to participate in a formal competitive process for the provision of the deliverables. 

This RFPQ is an invitation by the County to prospective respondents to participate in Step 1 of the procurement process outlined above. 

This is a non-binding RFPQ. It is conceivable that these events (and any planned procurement following this RFPQ) will not occur due to the discretion of the County and/or any respondent to not proceed, as there is no legally binding obligation on the County or any respondent to proceed. See section 2.4 (not a tender, no “Contract A” / “Contract B”).

Once the pre-qualification stage is complete, the list of pre-qualified companies will be made public, and no other company will be permitted to submit Bids for the project.
