This Negotiable Request for Proposals (the “NRFP”) is issued by the Corporation of the County of Peterborough (the “County”) for the provision of a Fleet and Roads Operations and Facility Master Plan.

The ability to provide these services effectively and efficiently is paramount, and such ability shall be demonstrated to the County through the submission of a proposal. The proposal shall address key components of providing such services including but not limited to; Team Qualifications/Experience and Project Delivery Approach, Technical Approach/Methodology, Understanding the Project/Local Context, Work Plan/Schedule, Quality Assurance, Pricing. 

The County of Peterborough seeks proposals from qualified consulting firms to complete a comprehensive Fleet and Roads Operations and Facility Master Plan. This plan will provide strategic direction for the County's public works infrastructure over 5, 10, and 25 year planning horizons, with particular emphasis on:

  • Depot network optimization and consolidation opportunities
  • Plow route efficiency maximization through strategic facility location
  • Alignment with the County's 2023-2026 Strategic Plan priorities
  • Fleet electrification readiness and futureproofing
  • Multi-use facility opportunities and shared services
  • Indigenous community engagement and partnership

The selected Consultant will conduct a thorough assessment in accordance with the Municipal Project Assessment Process (MPAP) under Ontario's Environmental Assessment Act, evaluate multiple alternatives, and deliver an actionable Master Plan with detailed implementation strategies and cost estimates.

This is a Negotiable RFP. It is conceivable that these events will not occur due to the discretion of the County and/or any proponent not to proceed, as there is no legally binding obligation on the County or any Proponent to proceed. See Section 2 (Not a Tender, No “Contract A”/ “Contract B”).
